Maryland Online Gambling Investigation Seizes Emails
By Van Smith, Baltimore City Paper Electracash, Inc., the California payment-processor whose bank accounts were seized in July by federal investigators in Maryland who are probing the online gambling industry, has been targeted again. This time, the Feds are going after evidence of gambling-related communications in Electracash’s e-mail account with New York-based Intermedia. Electracash’s chief executive officer, D. Lee Falls, did not return a phone message seeking comment. The latest seizure warrant was signed by U.S. District Court magistrate judge James Bredar on Oct. 9, and was entered yesterday on the federal courts on-line database, PACER. UIGEA Final Rule implementation draws nearer

Hopes that the Obama administration in the United States would bring a more enlightened vision to the online gambling scene, and a delay in the implementation of the Unlawful Internet Gambling Enforcement Regulations, are fading as the industry considers the content and implications of the US government’s Final Rule.

In November last year, some sixteen months after the UIGEA was passed by Congress and in something of a rush as the Bush administration was coming to an end, the Department of the Treasury and the Federal Reserve Board published the regulations supporting the UIGEA in the form of a Final Rule for compliance by US financial institutions.

Notice HP-1266 advised that the UIGEA prohibits gambling businesses from knowingly accepting payments in connection with unlawful Internet gambling, including payments made through credit cards, electronic funds transfers, and checks.

New software to detect blackjack card counters

A 22-year-old computer graduate from the University of Dundee, Kris Zutis, has developed a computer system for detecting card counters and pinpointing dealer errors. The system uses complex algorithms to analyse information captured by cameras set up in casinos, and started as a final year project in Zutis’s Applied Computing degree, in which he worked closely with staff from Dundee’s Gala Casino.

The system is already attracting worldwide attention, and was featured in the latest edition of the prestigious New Scientist magazine.

Zutis has been invited to showcase his system at the International Conference on Computer Vision Systems (ICVS), in Belgium this week, and has prepared a paper entitled ‘Who’s Counting?: Real-Time Blackjack Monitoring for Card Counting Detection’.

Three million French citizens use offshore betting sites

The French National Assembly debate taking place this week on the coming liberalisation of the hitherto monopolised gambling market has continued to grab the mainstream press headlines.

Moves to open the market under strictly regulated conditions to privately owned websites offering gambling action on poker, soccer and horse racing were introduced to the Assembly on Wednesday.

Reuters reported that an estimated 3 million French residents illegally use gambling websites based abroad, and quoted French Budget Minister Eric Woerth as saying: “We have chosen a middle way which I think is just and efficient, a controlled opening up of the market.
